Find elements that catch your eye in a magazine and cut them out
Find facial features that go together. I don't mean same gender, same skin color, or same age, but facing in the same direction. A front-facing nose looks weird in a 3/4 facing portrait.
Start assembling the portrait
If you like to have a background to go with the images, this would be the moment to make one. It's harder to create a background when the portrait is already glued to the page. That's what usually happens to me ;)
Glue your portrait to the page
Add some extra embellishments and text to finish up the page.
